Balochistan Health Department Issues Final Hearing Notices to 27 Doctors Under Efficiency & Discipline Act

Balochistan Health Department Issues Final Hearing Notices to 27 Doctors Under Efficiency & Discipline Act

Quetta, Pakistan – In a significant administrative move, the Health Department of Balochistan has issued a formal notice for personal hearings to 27 doctors. The notices are issued under the Balochistan Employees' Efficiency and Discipline Act (BEEDA), 2011, signaling a crackdown on alleged inefficiency or misconduct within the province's healthcare system.

The notice, published on June 24, 2026, directs doctors from various cadres—ranging from B-17 Medical Officers to B-18 Specialists and Consultants—to appear before designated hearing officers at the Balochistan Civil Secretariat in Quetta.

Hearing Schedule & Procedure

The hearings are scheduled over three days, with different officials presiding over each session:

· June 29, 2026: Cases of B-18 grade officers (including Surgeons and Senior Lecturers) will be heard by the Additional Secretary (Admn) in Room No. 05.

· June 30, 2026: B-17 grade officers, including Medical Officers and Demonstrators, will appear before the Deputy Secretary (Admn-II) in Room No. 19.

· July 1, 2026: Remaining B-17 officers and contract employees will appear before the Deputy Secretary (Admn-I) in Room No. 22.

Rights and Consequences

The notice emphasizes the principles of natural justice, giving the accused doctors an opportunity to defend themselves. They are permitted to bring documentary evidence, written statements, or any other material in support of their defense.

However, the notice carries a strict warning: "In case of failure to appear on the scheduled date and time without any reasonable justification, the matter shall be proceeded with and decided ex-parte on the basis of the available record."

Context and Implications

The Balochistan Employees' Efficiency and Discipline Act is a powerful tool used by the provincial government to take action against civil servants who fail to meet performance standards or violate disciplinary rules. This large-scale summons indicates that the Health Department is prioritizing accountability and administrative efficiency.

The inclusion of both permanent employees and those on deputation or contract suggests that the department is taking a holistic view of human resource management, leaving no room for complacency.

As the June 29 deadline approaches, all eyes will be on the Civil Secretariat to see how these proceedings unfold and what impact they may have on the delivery of healthcare services in Balochistan.
